The VicRoads Medical Review process provides a mechanism for assessment and decision making about licensing and for facilitating ongoing review if required.  It aims to optimise driver mobility and capacity to drive in conditions that suit driver capabilities providing they are safe to do so. VicRoads supports people maintaining their mobility and capacity to drive for as long as they are safe to do so. This is achieved through mechanisms such as conditional licences and regular medical reviews to monitor health conditions.

You can also assist your patients to meet their reporting responsibilities by completing a VicRoads fitness to drive medical report. Completed forms can be sent to VicRoads by the patient or yourself. Email is encouraged as it is a fast method and ensures you have a submission record. 

When a medical report is received by VicRoads, the Medical Review team considers this information, together with the patient’s licence history and any other information (e.g. from Victoria Police or other health professionals). 

VicRoads makes a risk assessment and licensing decisions on a case-by-case basis with reference to the national Austroads Assessing Fitness to Drive Guidelines. VicRoads will write to the customer to advise the outcome.

The majority of people assessed can continue to drive, often with a conditional licence. Screening and on-road tests (e.g. with an occupational therapy driver assessor) may be recommended to help establish driving skills and assist patients to understand the impact of their condition on driving. Information about functional driving skills and safety may support medical assessment and facilitate decision making about capacity to drive.

VicRoads produces fact sheets about how driving can be affected by some common health conditions, how our medical review system works and how we conduct on road tests.

If you believe a patient lacks insight/judgement, and/or is not heading advice to cease driving or self report, you may report directly to VicRoads.  If you believe the driver poses an immediate risk to public safety, you should report directly to the police.

While health professionals provide advice about fitness to drive, VicRoads is solely responsible for issuing, renewing, suspending, refusing or cancelling, or reinstating a person’s driver licence (including a conditional licence).
