TAC L2P Program

The Transport Accident Commission (TAC) L2P Program is a community-based program developed to assist eligible young Victorian learner drivers between the ages of 16 and 21 years (and in some circumstances, up to 23 years) who do not have access to a supervising driver, or an appropriate vehicle gain driving experience required for a probationary licence. 

TAC L2P Program

The TAC L2P Program is funded by the TAC, administered by the Department of Transport and Planning, and delivered by almost 60 local councils and not-for-profit community agencies across Victoria.

Supported by $38.4 million of TAC funding through to 30 June 2024, 1500 volunteer mentors and an ever-growing list of partner organisations providing in-kind and philanthropic support, discounted services, volunteer access and more, the TAC L2P Program is free for learner drivers who meet the eligibility criteria. Once accepted into the program, eligible learners are matched with a fully licensed volunteer mentor and have access to a program car which is used to gain supervised driving experience.

Joining the TAC L2P Program

To be considered for a learner position within one of the TAC L2P Programs, you must meet the following criteria:

  • Be aged between 16 and 21 years (in some circumstances we will consider applicants up to 23 years)
  • Hold a current Victorian learner's permit
  • Not have access to a supervising driver and/or
  • Not have access to an appropriate vehicle 
  • Are an Australian Citizen or permanent resident (including new arrivals and/or refugees)
  • Not be an overseas student.

To be eligible for the program, learners must demonstrate that they either don’t have access to a safe vehicle to conduct their required 120 hours or a person who holds a full Victorian license to supervise their driving. In your application, please describe what barriers you are facing in obtaining supervised driving experience. The program that you apply for may request further information to assess your eligibility for the L2P Program.

Note: All learner applications are assessed based on answers to the questions within the application form and prioritised accordingly.   

All learners are required to have notified VicRoads if they have a (permanent or long-term) illness, disability, medical condition, or injury or are taking medication that may affect their fitness to drive. If you are unsure if your medical condition or disability should be reported to VicRoads, you should check with your doctor.  If you have not provided information about your condition on the learner permit application form, you can notify VicRoads Medical Review via: [email protected] or call: (03) 8391 3226.

If you have a notifiable condition, you must also disclose this on the L2P application form. Notification to VicRoads of a relevant condition should occur before commencing the L2P program. You may be asked by the L2P coordinator to provide a copy of your Medical Review outcome letter for verification.

Apply for the TAC L2P Program  

If you meet the criteria, please apply online through your myVicRoads account.

  1. Locate your nearest L2P Program using the search function above
  2. Login to your myVicRoads account or create an account.
  3. Go to ‘licences and learner permits’.
  4. Towards the bottom of the page, select ‘Apply as a learner in the TAC L2P Program’.

L2P learner applicants are required to have a myVicRoads account however exemptions are granted in some circumstances.

Becoming a volunteer mentor

Volunteer mentors are an integral and highly valued part of the TAC L2P Program and we always welcome enquiries and applications. To be considered as a volunteer mentor you need to meet the following eligibility criteria:

  • Be over 21 years of age
  • Hold current full Australian driver's licence
  • Have a satisfactory full driver licence history report
  • Be medically fit to drive (we may discuss this further through the application process)

Additionally, as part of the application process, you will be asked to provide*:

  • a valid (volunteer) Working with Children’s Check
  • a satisfactory National Police Check

* Your local TAC L2P Coordinator can assist with these if required.
