Second-hand light vehicles
Here’s how dealers can manually register a second-hand light vehicle or new vehicle that cannot be registered using myVicRoads partner account.

Register a new or used light vehicle manually
- Confirm “Vehicle Status” through the personal property securities register (External link).
- Complete ALL sections of thevehicle registration application form [PDF 253 Kb] (including signatures).
- Attach the number plate bar code label to the top right hand corner of the application.
- Attach all relevant documentation (concession application etc).
- Complete the registration certificate.
- Issue appropriate number plate(s).
- Complete the manual (offline) registration summary statement, including all fees payable, plus the inspection fee and administration fee for each registration.
- Mail all registration forms, summary statement and payment (by cheque or credit card) to VicRoads within 48 hours (2 working days) in the “WHITE” prepaid envelope.
What needs to be sent to VicRoads (White envelope):
Do not send roadworthy certificates.
Keep a copy of all registration documentation at the dealership for auditing purposes.
Number plates and a registration label (vessels only) must be attached to the vehicle and be clearly visible before the vehicle may be used on a road or public place.
