Accessible Parking Permits
If you have a significant disability or injury, you may be eligible for an Accessibility Parking Permit. There are different types of permits which allow you to park in accessible parking bays and/or park in regular bays for double the usual time.

VicRoads does not administer the Accessible Parking Permit program. Permit applications must be done online at Accessible Parking Permit website (External link). Paper-based applications are available from your local council.

Using a permit
An Accessible Parking Permit:
- can only be displayed when the vehicle’s transporting the individual who the permit was issued to
- must be clearly displayed so that the permit number and expiry date are visible from outside the vehicle.
An individual can only have one permit issued to them.
An Accessible Parking Permit does not allow you to:
- park in restricted locations such as Clearways, No Stopping or No Parking Areas, Taxi Only Areas, Bus Zones, and Authorised Resident Areas
- park for free in areas where parking fees apply.
Types of permits
Australian Disability Parking (ADP) Permits for individuals
An ADP permit can be used Australia-wide, and allows the permit holder to:
- park a vehicle in an accessible parking bay for the time displayed on the sign, or
- park in a standard parking bay for double the time displayed on the parking sign.
ADP permits for individuals are issued as either short-term or long-term permits depending on the nature of the permit holder's medical condition or disability.
You may be eligible for an ADP permit if a GP or occupational therapist assesses you and determines that:
- you have a significant mobility impairment that requires you to use a mobility aid or device and a standard parking bay isn’t big enough to allow you access to and from a vehicle, or
- you have an acute or chronic medical condition such that minimal walking (up to 100 metres) causes you to stop several times because of pain, extreme fatigue or imbalance which may endanger your health acutely in the long term, or
- because of a significant cognitive, behavioural or neurological impairment you can’t safely walk without the continuous support of a carer or support person.
Double Time (DT) permits for individuals
A DT permit allows the permit holder, as the driver or passenger, to park in a standard parking bay for double the time on the parking sign.
DT permits are unique to Victoria and aren’t recognised interstate.
You may be eligible for a DT permit if a GP or occupational therapist assesses you and determines that you have a significant mobility impairment or illness which:
- affects your ability to walk more than 100 metres, and
- means that you need regular rest breaks while walking.
Australian Disability Parking (ADP) Permits for organisations
Organisations may be eligible for an ADP permit if it provides transport services for people with significant mobility or cognitive, behavioural or neurological impairments.
The following vehicles are not eligible for a parking permit:
- buses (a vehicle which seats more than 12 people, including the driver)
- commercial passenger vehicles (a vehicle used to transport people for a fare or other consideration, eg. taxis, rideshare vehicles, limousine services)
- motorcycles
Interstate or overseas permits
Parking in Victoria with an interstate permit
Interstate parking permits can be used in Victoria provided they are valid, current and display the appropriate symbol. Please bring your permit and display it to:
- park in an accessible parking bay
- park in a standard parking bay for twice the time allowed on the sign.
Any parking fees still apply.
Using Victorian permits interstate
Victorian ADP permits can be used interstate. It is recommended that you check the rules and regulations of the state you are visiting.
Victorian double time permits cannot be used interstate because interstate authorities don’t have similar types of permits.

We recommend that you check the rules and regulations of the country you’ll be visiting, because these can vary from country to country.
