E-scooters in Victoria

The Victorian Government will allow share hire e-scooters to operate across Victoria and is making new rules for e-scooters to make them safer. Stricter penalties and new technology will also be introduced. From October 2024, there will be higher fines for breaking the rules, including for riding on the footpath, not wearing a helmet, riding with a passenger, riding while drinking alcohol, speeding or riding if you're underage. There will also be new fines for passengers riding on an e-scooter and for passengers not wearing a helmet, and a safety campaign in partnership with the TAC. Next year, new laws will also set standards for share hire e-scooter companies. These companies will need to be prequalified to operate in Victoria, including having to implement new safety technologies on their devices. |

The safety of all Victorian road users is our highest priority so gathering as much data as possible on their use will allow us to introduce permanent regulations for e-scooters that best promote safe and responsible use.
Victorians have embraced e-scooters with more than 8 million trips recorded during a closely monitored two-year trial, making the public hire share scheme one of the world’s most popular, while private e-scooter use also continues to grow.
Data gathered during the trial period shows most e-scooter users are doing the right thing, however it also indicates that more time may be needed for riders and other road users to understand the rules.
To ensure that permanent regulations are introduced in the safest way possible, the Victorian Government will extend the current trial by six months to give experts time to review e-scooter usage data, ensure regulations are appropriate and that e-scooter riders and other road users are fully aware of the rules for e-scooter use.
